Recently encountered the message, “Terminal Service is busy, please try again later” but for some reason, other users were able to log in. I know I have admin rights but still was unable to login. Finally, I decided that there has to be a way to fix this. In the Azure portal, there is a way to run a PowerShell command.

Restart-Service -Name TermService -Force
This command gracefully restarts the services. After that, we are able to log in again.
With this approach, you may not need to restart the server. If it’s in a production environment during the day it may make all the difference.
